This is a legally binding document due to the service of Uni-lateral Declaration on Behalf of Haiti dated October 17, 2018, Power-of-Attorney, and HAITI REFORMATION PROJECT TABULA-RASA ACCORD/Cease-and-Desist-Order dated March 26, 2021 to the Permanent Mission of Venezuela to the United Nations; Permanent Mission of Unites States to the United Nations; Permanent Mission of Haiti to the United Nations; and the United Nations.  Upon reception of said dossier, President Moise rescheduled his April 25, 2021 Constitutional Referendum to June 27, including the Haitian diaspora, as requested by the HAITI REFORMATION PROJECT TABULA-RASA ACCORD/Cease-and-Desist-Order.

The Haiti Reformation Project is a non-profit which was established to work with the United Nations to form a commission of the Haitian diaspora to go to Haiti and investigate corruption such as the misappropriation of IHRC and PetroCaribe funds; Drug trafficking; exploitation by the banking system and private sector; to reorganize the military/police and install a new system of governance accountable to the people.

The Haiti Reformation Project Legal RICO Mandate derives its authority from the Power-of-Attorney of record at the United Nations and the Racketeer Influenced and Corrupt Organizations (RICO) Act which is a United States federal law that provides for extended criminal penalties and has been utilized internationally for acts performed as part of an ongoing criminal organization.  The Haiti Reformation Project has provided evidence which proves that, under the auspices of the CORE Group/CORE Group-OAS Trust, the Government of Haiti is operating as a criminal organization.  Evidence concerning United Nations Security Council Resolution (UNSCR) 940; UNSCR 1542; and UNSCR 1890 provided in Class Action Complaint 22CV8504 (filed with the U.S. Southern District of New York; and a Uni-lateral Declaration by UN member-state Republic of Haiti (Haiti Reformation Project complaint) served to the UN Secretary General, Permanent UN Security Council Member Russia, Permanent UN Security Council Member China, and Permanent Haiti Mission to UN; for processing to the International Court of Justice.

Wherefore,

The Haiti Reformation Project plans to address the illegal/covert placement of the Republic of Haiti under the auspices of the CORE Group/CORE Group-OAS Trust by Andre Apaid, Civil Society Group 184, via Tripartite Accord with Permanent UN Security Council Member US, Permanent UN Security Council Member France, Permanent UN Security Council Member Britian, and UN member-state Canada for Unjust Enrichment of Haiti’s Natural Resource; via UNSCR 1542 United Nations Stabilization Mission in Haiti (MINUSTAH); by going to Haiti to investigate and prosecuting members of the CORE Group/CORE Group-OAS Trust, foreign-oligarchy, and the Criminal Mafia Organization operating as the Government of Haiti..

Therefore,

The Republic of Haiti won’t regain sovereignty in the eyes of the United Nations nor International Community until the island-nation is removed from under the umbrella of the CORE Group/CORE Group-OAS Trust organization.  The People of the Republic of Haiti, United Nations nor International Community recognize Transitional Presidential Council (TPC).  As the Power-of-Attorney of record, for the Republic of Haiti, at the United Nations; the Haiti Reformation Project will execute this Legal RICO Mandate by rescinding UNSCR 940 (which illegally disbanded the Haitian military FAD’H), and the Attorney-in-Fact (Haitian USMC veteran) forming a Transitional Government which will install a Military Democratic-Republic in Haiti led by veterans as elected officials and enforce the 1804 Haitian Constitution. This Transitional Government will also be led by a council of military/police veterans from Haiti; whom will provide security and assist in addressing the insecurity in Haiti.  We will be implementing a zero tolerance for violence policy and ask that the Haitian Military, Police; and All other Authorities defending the CORE Group/CORE Group-OAS Trust, TPC or Criminal Mafia Organization operating as the Government of Haiti (which is not recognized by the international community) Stand Down.

Due to the fact that President Moise was assassinated while in the process of conducting a Constitutional Referendum on behalf of the Haitian diaspora; Haiti Reformation Project will investigate his assassination and complete his Constitutional Referendum (based on the Constitution of 1804); hold a National conference;; investigate misappropriation of Haiti’s Earthquake relief funds via UNSCR 1890 and PetroCaribe; address Haiti’s Independence Debt; etc., etc… as part of a new system of governance which is accountable to the Haitian people.  The Haiti Reformation Project Legal RICO Mandate has been published for the General public via  www.Haitireformationproject.com and as a Referendum-of-Support by the Haitian people whom register for Haiti’s National-Trust Structure.
